When can you start negotiating the gold heart and soul of money?

I have some Pokemon Platinum I hope to add to my original team hg SS, I started to worry that I will not be able to trade up that the bill meets the third gym area, so that you know? Thank you

I have a copy of the money the soul of Japenese A few months ago and I changed the other two entered the game as soon as I arrived at my Pokedex and reached the next town. I have Pokemon Pearl English version, however. I do not know if it will change for the English version, but I do not think they will.
